MASTER’S DEGREE IN PUBLIC ADMINISTRATION
 
DESCRIPTION OF THE COURSE
This Master’s degree course focuses on the State, institutions and public policy management as well as management of organizations. Its purpose is carrying researches that aim at producing, implementing, evaluating and accompanying public policies, management practice and organizational strategies which are self-sustainable from an interdisciplinary perspective, so that the actions of the State can be strengthened as well as their impact on society. In this scope, we can find applied studies and researches that consider the socio-political, institutional-administrative and economic-financial dimensions at macro, meso and micro levels. Graduates from this course will surely understand the role of the Brazilian State, the exercise of citizenship and will be worried about ethical, social and environmental issues which will subsidize public policies that impact society. These graduates will have all scientific and technical conditions of promoting improvements in public administration.
 
SYLLABUS
 
Administrative law
Fundamental rights and the evolution of the State. The new legal hermeneutics and administrative law. The realization of the constitutional principles of public administration and the legal protection of fundamental rights. The new administrative order and the public policies. The reach of the principle of legal protection towards public administration. Administrative justice. Administrative discretion and the appreciation of undetermined legal concepts. Jurisdictional control of public administration. The Brazilian regulatory model. Administrative law and the escape to private law. Administrative procedures. The constitutional regime under which public agents are. Public agents’ responsibilities.
 
Research methods applied to public management
Scientific knowledge. Knowledge in the field of administration. Qualitative, quantitative and mixed approaches. Research methods and techniques. Structure of the final paper. Rules. Discussion and analysis of the projects.
Social and environmental management
Analysis of the impacts of business actions on individuals, environments and societies. Sustainability, capital and social responsibility. Social management: impact and conflicts. Analysis of environmental policies: historical, philosophical and social perspective. Environmental planning, implementation and management. Social, environmental and economic sustainability indicators.
State, society and public administration
State, constitutive elements, characteristics, functions and organization. Society, social dynamics, citizenship and the notion of the common good. Concept of public administration. Characteristics of the Brazilian public sector. The structure of power in public administration: separation and integration of power. Administrative procedures applied to public administration: functions and activities. Administrative reform and public-private partnerships.
Public finance and budget management
The process of elaborating, implementing and evaluating budgets in the public sector. Analysis of participative models in planning, executing and monitoring budget. Government financial and budget planning, public budgeting types and evaluation, financial tracking and control regarding government programs, financial performance management and measurement in public administration.
Theory of organizations
The relation between the historical context, organizational settings and administrative theories. Organization as a result from the environment. Management systems: objectives, subsystems and the nature of administration. Organizations: nature, culture, power, politics, technology and emerging approaches. Administration theory and the organizational metaphors. Organizational environments: ecology, diversity and globalization. Study of the organizational pathologies. Study of the organizational performance. Administration trends and perspectives.
Developing public policies
Public policies: concept, characteristics, reach and functions. Analysis of  institutional, political, social and cultural conditionings for social development and management. Public management models and concepts about the relation between the state and society (and their roles in social management) that each model premises. Evaluation of the quality of the results obtained by the public sector. Study of public policies and evaluation of the reality in Brazil.
Public project management
Basic concepts of project. Project team. Strategic project alignment. Project management office (PMO). Project selection criteria. Project management methodologies. Elaboration and presentation of project proposals. Instruments for project planning. Tools for project control. Portfolio management.
 
Special topics in public management I
Discipline which is dedicated to specific themes regarding public administration. Varied content that involves complementary and relevant aspects of the subject. The main focus may be on specific sectors of public administration, such as: health, education, sports, infrastructure, agriculture and housing.
